Summary

This Selected Issues paper explores structural and cyclical factors behind post-pandemic labor market trends in Australia. The paper focuses on three dimensions: (1) high labor demand and persistently low unemployment; (2) elevated labor supply; and (3) contained wage growth. This paper examines recent shifts in labor market dynamics, revealing that headline indicators like vacancies and unemployment rates have temporarily overstated cyclical tightness and contributed to a lower estimate of the Non-Accelerating Inflation Rate of Unemployment (NAIRU). Structural changes, such as the expansion of the healthcare sector, and cyclical pressures, including high cost-of-living and elevated interest rates, have driven robust labor supply growth. These factors, combined with concentrated labor demand in specific sectors, have helped keep wage pressures low despite low unemployment. However, these trends may be reversing, suggesting the medium-term NAIRU could remain unchanged. Careful monitoring of these evolving dynamics is essential for accurately tracking labor market slack and forecasting future wage and price pressures.
